If you have such application at your disposal, you do not need to directly use the geoportal. You can enter WMS service address in it. Your application will automatically connect to ISDP server, which will share a current map each time.

WFS (ang. Web Feature Service) ) is a standard of spatial data exchange via the Internet, determined by OGC (Open Geospatial Consortium), which provides simple HTTP interface for displaying or downloading spatial data in a vector form with a defined system of geographical coordinates. The WFS is based on the Client-Server architecture and consists in a spatial data server’s response to client’s request about data stored on the server. As a result of such operation, download and display of data with a use of a client’s “browser” is obtained. The data is downloaded in a GML format and can be used in GIS (Geographical Information System) class desktop software, as well as in programming tools.
The WFS service can be used to download the following databases:
Database involving the study of conditioning and directions of spatial planning binding for the city of Gliwice.
Database consisting of Local Spatial Development Plans binding for the city of Gliwice. The database contains MPZP borders, sectors of various land purpose indicated in plans and additional regulations being the MPZP contents.
The city of Gliwice also shares the WFS services for databases fully adjusted to the INSPIRE directive requirements stating spatial information infrastructure in Europe. These databases are consistent with Planner Land Use application scheme. For more information go to: https://inspire.ec.europa.eu/portfolio/data-models
