Zwycięstwa Street in Gliwice is one of the city's most important arteries, with a rich history and great significance for its residents. In light of the planned changes, the city of Gliwice aims to transform this space into a modern, aesthetically pleasing and people-friendly street, which will become a showpiece of the city and a comfortable place for everyday life and relaxation. As part of these efforts, the City Planner's Office is working on a concept for the reconstruction of Zwycięstwa Street.

A street narrowing pilot project is currently underway to test in practice the proposed urban solutions and their impact on the daily functioning of the space. This is a stage of testing, observation and collection of opinions, which makes it possible to refine solutions in dialogue with residents.

Based on the results of the pilot, by the end of 2025 the City Planner's Office will prepare a conceptual design for the redevelopment. It will be the basis for the development of detailed documentation for the construction project. The next stage will be the announcement of a tender and the start of the actual reconstruction of Zwycięstwa Street - so that the final result meets the needs of Gliwice residents and reflects the prestige and potential of this unique urban space.

Urban prototyping is a method by which we test new solutions together with residents before creating their final design. This is the first such urban experiment in Gliwice. We test in real life conditions what the main street of our city can be like when car traffic is slower and calmer on it, and residents regain space for unhurried walks, conversations and outdoor meetings.

As part of prototyping:
- the roadway of Zwycięstwa Street will be narrowed on the section from Dolnych Wałów Street to the European square
- spaces for pedestrians and café gardens will be created
- temporary parklets and elements of signage to calm car traffic will appear
- three different layouts of the street will be tested, differing in the method of narrowing the roadway - (the so-called meandering, one-sided and two-sided)
If the solutions work and are well appreciated by residents, they will be used in the creation of the conceptual design of the street.

On Monday, January 20, 2025, the Office of the City Planner held a workshop related to the future appearance and functions of Zwycięstwa Street, including, first and foremost, the designation of key points on the street that relate to the functions of city squares and the creation of guidelines for them. These are such places as the Plac Inwalidów Wojennych, Plac przy Urzędzie Miejskim and the intersection of the street with Aleja Przyjaźni. The topic was met with great interest. The workshop was attended by architects, urban planners, employees of the Silesian University of Technology, city, district and youth councilors, various organizations, including Wspólne Gliwice, Rowerowe Gliwice, Miasto-Ogród, Zielone Gliwice, Śląski Urban Lab, employees of the City Hall and city units, along with Deputy Mayor Jarosław Zięba. They discussed their ideas in working groups, taking into account speed limits, lane narrowing, enlarging space for pedestrians and cyclists, creating places for greenery and café gardens, among others. In October 2023, a competition for the concept of developing Zwycięstwa Street was announced, and 30 works were submitted. Twenty-seven met the formal requirements, and were subjected to a detailed evaluation by the competition commission. When analyzing the proposed architectural solutions, the commission took into account opinions received from the Downtown District Council, the “Bicycle Gliwice” Association, the Municipal Urban Planning and Architectural Commission, the mayor's plenipotentiary for people with disabilities and the chairwoman of the team for ensuring accessibility for people with special needs (along with accessibility coordinators). In the end, none of the works was awarded the number of points required for the grand prize. Instead, the 6 best concepts were selected and, in accordance with the competition regulations, received honorable mention.

In September 2022, the City of Gliwice held another round of public consultations on the future appearance and functions of Zwycięstwa Street. This was an important stage in the process of preparing for the transformation of this key urban space. More than 1,600 people took part in the consultation, which shows how important this topic is to residents.

The consultation form was available throughout the month on the Gliwice Participation Platform decydujmyrazem.gliwice.pl. Participants were able to share their opinions on the current use of the street and express their expectations for its future character. The collected responses provided valuable material for the Municipal Roads Authority, which is conducting activities related to the planned reconstruction.

The consultations showed that the vast majority of participants were in favor of restricting car traffic on Zwycięstwa Street, and only 11.6% believed that the street did not need any changes. Among the most frequently cited needs were widening sidewalks and creating space for food gardens. Such changes would increase pedestrian comfort and promote the revitalization of the street.

Therefore, the current pilot process of narrowing the roadway responds to the voices of residents expressed in the 2022 consultation. The City Planner's Office is actively listening to the opinions of Gliwice residents, testing various solutions in real space - in order to implement the best, socially acceptable changes in the future.

The city is keen to ensure that Zwycięstwa Street ceases to serve a purely traffic function and becomes an attractive, friendly, open space - a place to meet and relax, combining historical character with a modern approach to urban living.

In 2017, the Municipal Roads Authority in Gliwice selected in a tender a company to perform the service of developing a multi-variant concept for the reconstruction of Zwycięstwa Street. The task was entrusted to the Gliwice-based PROjARCH design office. The purpose of the study was to create a coherent vision for the reconstruction of the city's key artery - both in terms of the traffic system and the development of public space. As part of the design work in 2018, six variants of the concept were created, of which - after functional, spatial and communication analyses - one was selected. The main assumptions of the selected variant were the narrowing of the roadway and the introduction of an additional lane for an alternative means of transportation to classic buses, new roadway and sidewalk surfaces taking into account the character of the street. The selected variant of the concept also included the introduction of a 30 km/h speed limit zone. The concept indicated the possibility of time-limited vehicle parking for supplies/deliveries. The introduction of public parking spaces along Zwycięstwa Street was not planned. As part of the work, detailed traffic measurements and analyses were also carried out, which showed that it is not possible to completely exclude Zwycięstwa Street from vehicular traffic. The PROjARCH study was an important stage in the process of changes in this part of Gliwice city center, setting the direction for further design and investment work.

The goal of the event was to test what a more pedestrian- and bicycle-friendly street could look like - without permanent interference, but with a clear signal for discussion about the future of the city center. Residents were eager to use the space, sharing opinions and ideas.

The “Żywa Ulica” campaign demonstrated the potential of Zwycięstwa Street as a vibrant public space and sparked a broader conversation about the direction of change in the center of Gliwice.

In the months that followed, the OSOM Gliwice association decided to ask residents and users of Zwycięstwa Street about their experiences, needs and expectations for the space. The organizers believe that any lasting change in public space should be preceded by a conversation with those who use it on a daily basis. Public consultations provide an opportunity to learn about problems, identify advantages and find common, acceptable solutions - thus avoiding conflicts in the future.

The survey was conducted using the online survey method (CAWI) from January 5-23, 2018. It was participated by 901 people. Respondents assessed the current state of Zwycięstwa Street and indicated how it should change.

According to the participants' opinions, the street's greatest assets are its location - a key connection between the railroad station and the Market Square - and the valuable architecture of the development. At the same time, the respondents pointed to significant drawbacks: lack of greenery, excess advertising and visual chaos, and too much car traffic.

 Although the street is rated as convenient and safe for drivers and pedestrians, respondents pointed out the difficulties faced by bicyclists, people with strollers and children moving independently.

The collected conclusions became an important element for further planning work and the basis for developing solutions that take into account the needs of different users of this key urban space.
